Billy Waugh While he looks like someone’s grandpa, Billy Waugh is the oldest active CIA contractor in the world. He’s assassinated enemies of the U.S across the globe since Vietnam for the CIA until Pres. Ford enacted Executive Order 11905, which prohibited assassinations by U.S agencies. In an interview Mr. Waugh deeply regrets not being able to kill Osama Bin Laden early in his career, lamenting that all it would have taken was a .10 cent bullet but couldn’t due to EO 11905.
