Tactical Mistake? This image has been floating around a while. A lot of people wondered why the carry handle is attached there. The rifle is probably an M16A4, which has the removable carry handle and railed handguards. Chances are the shooter put the carry handle there out of quick necessity to mount the ACOG but also not to lose the carry handle in the heat of battle.  Article 108 - Destruction of Military Property states that U.S military property lost through neglect can result in a court martial. I kind of doubt that would happen for a carry handle but you never know.
